The prime objective of this assignment was to review past experiences and to recommend future improvements to the management of labor related issues on transport sector projects in Nepal. The focus was on two Government of Nepal (GON) departments that lead road sector works, including: (i) the Department of Roads (DoR); and (ii) the Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR). These departments deployed separate but similar Environmental and Social Management Frameworks (ESMFs) which they used to develop specific safeguards instruments for individual work sites. The study was conducted to take stock of these systems and identify any gaps where improvements in the future could provide for better management of risks/impacts associated with labor issue.
