Fill void left by NEA, DoI, DoFE arrests, says CIAA

The Commission for Investigation of Abuse of Authority (CIAA) has directed the concerned authorities to fill the void left by the absence of employees at the Department of Foreign Employment, Department of Immigration and Nepal Electricity Authority (NEA).
 
Earlier this week, the commission had taken around four dozen officials into custody from the departments. The daily activities were affected after the CIAA filed cases against them in charge of bribery and sending Nepali workers for overseas jobs through illegal means.  
 
Similarly, 22 senior officials at the NEA, including Managing Director Rameshwor Yadav are currently in judicial custody on charge of embezzling over Rs 410 million while purchasing transformers. Besides, a corruption case has been filed at the Special Court against eight immigration officials, including Minarbha Adhikari and Shanta Raj Regmi of DoI on charge of bribery.
 
In some cases, according to the CIAA, the migrant workers were returned with the intent to cause emotional distress. The CIAA said it had seriously taken up the public complaints, such as returning those heading abroad citing lack of manpower, delay in delivery of services and causing service seeks to wait hours on end.  
 
Over 600 workers, who were heading for various work destinations, had been affected in the last five days for not possessing the required documents.
 
The CIAA has also warned that the concerned ministries should take the responsibility for the situation arising from the lack of employees. The government is under pressure to arrange officials for the November 19 Constituent Assembly election. The Election Commission has enforced the election code of conduct and the Ministry of General Administration,  which is responsible for the appointment and transfer of the civil servants, has to take consent from the commission before taking any such decision.
