Locals suffer as social security allowance is delayed

Hundreds of elderly, widows, single women, disabled and people from disadvantaged communities in Kavreplanchowk district have not been able to collect social security allowances since the earthquake on April 25.
 
The beneficiaries of the government social security allowances, who were also hit by earthquake, have been facing further difficulties after the VDCs and municipalities failed to provide the allowances.
 
"Most of us survive on the government's allowance distributed every four months. However, we haven't been able to receive it on time this time," said an elderly from Panauti.
 
It is learnt that the deployment of staffers of local authorities for relief distribution and collection of data on quake-related damages has affected the timely distribution of allowances.
 
As per the social security program implementation guidelines 2069 BS, social security funds meant to the target groups have to be distributed to beneficiaries thrice a year: first before Dashain, second during the martyr week, and third on the Republic Day.
 
Kavre Local Development Officer (LDO) Chiranjibi Timsina said that the deployment of VDC secretaries for rescue, relief and data collection has hampered the timely distribution of social security allowances.
 
District Development Committee (DDC) of Kavre releases the social security funds to the VDCs and the municipalities.
 
The district's 38 VDCs, out of total 76, and five municipalities have not submitted the list of names of the recipients to the District Development Committee (DDC) of Kavre for the second quarter disbursement.
 
However, DDC also blamed the local bodies themselves for the delay in distribution of allowance.
 
Meanwhile, a DDC staff told Republica that the office will soon release the funds to the VDCs that have already submitted the list of recipients.
