Government officials have said that the use of identity cards for the poor could help in the effective distribution of social security funds. 

Speaking at a seminar on ´Social Protection Packages to Poverty Card Holders: Issues and Prospects´, organized by the Ministry of Cooperatives and Poverty Alleviation´s secretariat of Poor Household Identification and Poverty Card Management (PHIPCM), the Social Security Fund´s (SSF´s) Executive Director Kewal Prasad Bhandari said that despite challenges like lack of the social security laws, the SSF secretariat was working on the data management level. 

Dhundi Raj Lamichhane, the director of PHIPCM, said that if the card system was implemented, it would ensure transparency in social security schemes targeting various beneficiary groups.
